As the candle burns, it heats the surrounding air. Hot air is less dense than cold air, so it rises. When the candle is held above the water, the hot air from the flame rises and creates a region of lower air pressure above the water surface.
The higher air pressure around the dish pushes the water up to fill the space created by the rising hot air. This causes the water level to rise slightly, illustrating the principle of how temperature and air pressure are interconnected.
